COMPOSITION OF ADMINISTRATIVE BOARD

Prof. Dr. Kosta Barjaba

Prof. Kosta Barjaba is serving as Chief of Staff to the Speaker of the Parliament of Albania since May 2018.

He is a Member of the Academy of Sciences of Albania, since 2011.

Prior joining the Parliament of Albania, Kosta Barjaba was Senior Policy Advisor to the Minister of Health and Professor of Sociology and Public Policies at the European University of Tirana.

Prof. Barjaba has held various governmental positions in Albania: serving as Director of the Department of Migration for a term of five years (1997-2002); the Chief of Staff to the Minister of Labor for a term of ten years (1998-2008), adviser to the Minister of Finance in 2005; and Senior Policy Adviser to the Minister of Health of the Republic of Albania during 2014-2017. During 1999-2008,Professor Barjaba has represented Albania as a member of three Council of Europe committees: on Migration, Social Cohesion and European Social Charter.

Professor Barjaba has held several academic position in Albania, serving as the founding Rector of the University “Aleksander Moisiu”, Durrës (2005) and Dean of the Mediterranean University of Albania School of Political Sciences (2009-2012). He is also a Board member of the Center of Interdisciplinary Studies on Migration at the University of Salento, Italy.

Prof. Barjaba periodically publishes on various academic journals in the United States and Europe. His areas of expertise include migration, poverty, social exclusion, unemployment, ethnic relations, and youth. Kosta Barjaba has published extensively on matters related to poverty and development.

Kosta Barjaba earned a Bachelor degree in Political Sciences from the University of Tirana (1984), a Bachelor degree in Law from the University of Tirana (2000), PhDin Sociology from University of Tirana (1989), the academic tittle Professor (1999) and a Mid-Career Master in Public Administration from the Harvard University Kennedy School of Government (2005).

Dr. Olda Çiço

Olda Çiço, born on May 19, 1977, graduated in Business Management at the Faculty of Economics of the University "F.S.Noli" Korça in 1999 and completed her second level of Education, Master's degree in Business Administration at the ISSAT Higher Education Institution in collaboration with UBIS University Switzerland, in 2011. Since 2018, she holds the degree of PhD in Marketing, from the Faculty of Business, "Aleksandër Moisiu" University, Durrës.

Olda Çiço started her teaching career at the university where she completed her studies, immediately after their completion. Continuously, she has pursued this career in several private and public higher education institutions. She has been involved and taken responsibility for higher education administration issues, as well as programs and institutional accreditation processes, in all institutions where she has worked.

Olda Çiço has published and participated in national and international conferences in several countries in the region and beyond, as the first author and co-author. Involved in training seminars at the academic level in matters of teaching and practical applications of business principles, Olda Çiço has work experience in other statal and private institutions, in leadership positions and very well assessed by the principal managers.

Olda Çiço is a member of People to People International since 2005 and a member of Rotary Club Tirana West since 2009, whose she has been a founding member.

Prof. Dr. Sokol Mëngjesi

Sokol Mëngjesi, is Dean of the Faculty of Law at University of Tirana, from September 2020.

He has completed with excellant results his university studies in 2004, and his post graduate studies in 2006, and the doctorate studies in 2010 at Democritus University of Thrace, Greece.

He has a long experience in teaching. He has worked as an assistant lecturer at Democritus University of Thrace, Greece, from 2005 to 2008. He has worked as Professor at the Faculty of Law of University of Tirana, from 2010 and onwards.

He holds the academic title as Professor in 2016. He is the Chairman of Council of Professors at the Faculty of Law in 2019.

He is a member of many important boards and commissions of various institutions in the country and abroad. He has been involoved as an expert in the field of legal amendments by public institutions, such as the Parliament of Albania, the Ministry of Justice, and the School of Magistrate.

He is a participant in many projects of national and international organizations and associations, such as the Council of Europe and Albanian Helsinki Committee, etc.

He is author of many research papers presented at national and international scientific conferences, scientific articles published in national and international journals, as well as monographs and textbooks in Albania and Greece.

Prof. Dr. Vasil S. Tole

He was graduated for composition at the Faculty of Music, at the Academy of Arts, in Tirana, in 1987, at the class of Prof. Kozma Lara. After working for three years as the artistic director at “Shtëpia e Kulturës” (“House of Culture”), in his hometown, Përmet, in 1991, he was appointed as a professor of the Albanian Music Folklore at the Faculty of Music, at the Academy of Arts, in Tirana, and then as a professor of Composition. It is here where he presents his PhD dissertation in 1994, in the field of ethnomusicology with the study: “Structure and Semantics in the Instrumental Folk Music of Southern Albania”.

In 1994-95, he carried out the post-graduate studies in the field of Composition at Folkwang Hochschule, Essen-Germany, in the class of Prof. Wolfgang Hufschmidit and, in 1996, he carried out the postdoctoral studies in the Department of Musicology at the University of Athens, Greece. In 2000, he received the scientific title “Associate Professor”, and the one of “Professor” in 2004.

As an active representative of the new generation of the Albanian composers, Vasil S. Tole is known as one of the main protagonists of change, an initiator of new creative alternatives, one of the most decisive supporters of the concept for the restructuring of the Albanian folk music subject, serving to the identification of the identity and the novelties in contemporary music. Simultaneously, he dedicates himself to a broad activity related to studies and journalism, and participates in numerous music contests, conferences and roundtables in Albania, Kosovo, Greece, Italy, Czhech Republic, Austria, Germany, Spain, England, Netherlands, Bulgaria, Canada, USA, China etc. He cooperates with artistic and research newspapers and magazines, with the Albanian Radio and Television; he is the author of tens of journalistic writings and monographies on music, as well as the winner of some important awards at national and international level, such as the winner of the first prize in composition “Dimitris Mitropoulos”, Athens 2001, with the opera “Eumenidet”.

After the 1990s, along with some colleagues, at the Academy of Arts, he becomes the initiator of the foundation and the management of some important music organisms, such as: the association “Muzikës së Re Shqiptare” (1993); the Albanian section of “The Rilm Abstract Literature of Music”, New York (1995); the Albanian section of CIOFF-it (1996); he has been the chairman of the Albanian Music Council since 1995, a member of the National Council of Music, Paris, a member of SEM-USA, Gema-Germany etc.

From 1997 to 1999, he was the Director of the National Theatre of Opera and Ballet. From 2001-2007, he was the Director of the Cultural Heritage Directorate at the Ministry of Tourism, Culture, Youth and Sports. In 2005, he met all the obligations as an expert of ethnomusicology to prepare the file of the Albanian folk iso-polyphony, proclaimed by UNESCO as a “Masterpiece of Oral Heritage of Humanity”. In 2008, he was elected as a member of the Academy of Sciences of the Republic of Albania, in 2013, as a scientific secretary and in 2019 as the Deputy Chairperson of the Academy of Sciences of Albania.

Dr. Adrian Naço

Adrian Naço, born on July 25, 1971, graduated in Special Mathematics at the University of Natural Sciences, Tirana and completed a Master degree in Mathematics at the University of Ioannina, Greece, with the thesis: "Computational Mathematics and Informatics". Since 2013 he holds the degree of PhD.

Dr. Adrian Naço is a distinguished person, with a vaste experience in Higher Education Institutions and has given his contribution to many universities in the country.

Being a member of several important boards and commissions of various institutions inside and outside the country, he is a participant in a number of projects, such as: "Establishment of online statistical database for tourism and application of the model in the accommodation sector.", in the framework of projects for "Fundamental Research and Excellence", etc.

Dr. Adrian Naço is also a winner of several special awards such as:

  • University of Ioannina, Greece - academic year 2003-2004: Winner of a grant and title as “Best student at the level of studies Postgraduate in Mathematics"
  • National Mathematics Olympiad, Final Phase, Durrës, May 1989: Second place winner for fourth year high school students
  • National Mathematics Olympiad, Final Phase, Saranda, May 1988: Third place winner for third year high school students
  • National Mathematics Olympiad, Final Phase, Tirana, May 1987: First place winner for second year high school students

Dr. Adrian Naço has a prominent professional experience and since 2014, he is the Leader of the Albanian Representative Team and a Member of the Jury in the International Mathematics Olympiad in several countries around the world, such as: Norway, Russia, Greece, England, etc.

Being an author of a large number of scientific papers, he has presented them at national and international scientific conferences and ha published others in the national and international scientific journals.
